Launch of the first phase of the Business-Start competition as part of the federal project " Launch from the start-up to IPO "
The basic conditions for the competition, requirements for participants and recommendations for the preparation of the application are presented slides♪
The competition is aimed at selecting innovative projects that provide for the creation, expansion and (or) modernization of production necessary for the production of innovative production and its commercialization.
We note that the following may take part in this queue:
- Applicants who had previously concluded an innovative project contract under the Start Programme;
- Applicants with no experience in implementing an innovative project under the " Start " programme (the total value of such claimants should not exceed 100 million roubles in the last three reporting years).
The Business-Start competition will take into account the existence of the status of the Malaysian Technology Company (hereinafter referred to as the ICC). In reviewing and evaluating the application, enterprises holding the status of the ICC will have additional points. Also for these enterprises, the exit monitoring procedure in some cases during the competition is cancelled. The applicant ' s data on this status are obtained by the Fund in an automated format (no confirmation of the applicant ' s status is required when applying).
Priority will be given to projects:
- aimed at commercializing imported substitute technologies (products, services);
- Proposing the replacement of the constituent parts (complex) planned for commercialization of technological solutions (products);
- presupposing the replacement of the technology chain(s) and the means of production.
Main parameters of support provided:
- Grant to 12 million roubles;
- Extrabudgetary co-financing (accounting for own and/or engaged) is not less than 30 per cent of the grant;
- Direction of support - financial support for the costs of implementing an innovative project, in accordance with the cost list approved by Order No. 680 of the Ministry of Economic Development of Russia of 27 October 2014;
- The period of implementation of the innovative project is 12 months.
Enterprises meeting the following requirements may participate in the competition:
- The enterprise should have at least one closed contract for one of the Fund ' s tenders: " Start-1 " , " Stant-3 " , " ST-STI " , " Start-CT " , " Start-CI "
or, in the absence of previously implemented contracts under the " Start " programme, have a total of not more than 100 million roubles in the last three calendar years (2021-2023); - The enterprise shall have the status of the tax resident of the Russian Federation;
- have the status of " Microenterprise " or " Small Business " in the Single Register of SME Entities.
- The head of the enterprise shall not participate at the same time (involvement of the applicant (physical person), the manager of the enterprise, the scientific manager of the project) in other applications under consideration, as well as projects currently funded by the Fund (inclusion - Resettlement of the settlement programmes);
- The enterprise should not have open contracts for grants with the Fund (in accordance with article 14 of the Federal Act No. 209-FZ of 24.07.2007, on the development of small and medium-sized enterprises in the Russian Federation) (exclusion of settlement programmes);
- The enterprise should have an Internet site.
Applications for Business-Start will be accepted until 10:00 (Msk) on 22 April 2024.

The application can be submitted through the AU Foundation-M system at: https://online.fasie.ru.
At the same time, the Fund is informed of the possibility of identifying relevant co-sponsors, acquisition of equipment and software through the Sk RnD market of the Sococo Foundation. For applicants and grantees of the Innovation Promotion Fund, registration and work at the Platform is free of charge.
We draw your attention to the Fund ' s lack of cooperation with the companies that provide requisitioning services, facilitation of bidding and reporting. There are no accredited organizations of this nature under the Fund. The Fund is not responsible for the activities of such organizations and assures that companies guaranteeing successful applications can be considered fraudulent and are subject to prosecution under existing legislation.
