The main conditions of the competition, requirements for participants and recommendations for the preparation of the application are presented on the slides.

The competition is aimed at selecting innovative projects providing for the creation, expansion and (or) modernization of production necessary for the serial production of innovative products, as well as its commercialization.

Please note that the following people can participate in this queue:

• applicants who have previously fulfilled an agreement on the implementation of an innovative project within the framework of the Start program;
• applicants who have no experience in fulfilling the contract for the implementation of an innovative project within the framework of the Start program (the total revenue of such applicants should not exceed 100 million rubles for the last 3 reporting years).

Within the framework of the Business Start competition, the applicant company's status as a "Small Technology Company" (hereinafter referred to as MTK) will be taken into account. When reviewing and evaluating an application, enterprises with the status of MTK will receive an additional point. It is also envisaged for these enterprises to cancel the on-site monitoring procedure, which is carried out in some cases during the competition. The Fund receives data on the availability of such a status from the applicant company in an automated format (confirmation of the status from the applicant company is not required when submitting an application).

Priority will be given to the following projects:

• aimed at commercialization of import-substituting technologies (products, services);
• assuming the replacement of components (components) of technological solutions (products) planned for commercialization with Russian analogues;
• assuming the replacement of technological chains (their elements) and means of production.

The main parameters of the support provided are:

• The grant amount is up to 12 million rubles;
• extra–budgetary co-financing (at the expense of own and/or borrowed funds) - at least 30% of the grant amount;
• The direction of support is the financial provision of expenses related to the implementation of an innovative project, according to the list of expenses approved by Order No. 680 of the Ministry of Economic Development of the Russian Federation dated 10/27/2014;
• The deadline for the implementation of the innovative project is 12 months.

Enterprises that meet the following requirements can participate in the competition:

• the company must have at least one closed contract for one of the Fund's competitions: "Start-1", "Start-2", "Start-3", "Start-NTI", "Start-CT", "Start-CP", "Start-II"
  or, in the absence of previously executed contracts under the Start program, have a total revenue for the last three calendar years (2021-2023) of no more than 100 million rubles;
• the company must have the status of a tax resident of the Russian Federation;
• have the status of a "Microenterprise" or "Small Enterprise" in the Unified Register of SMEs.
• the head of the enterprise should not simultaneously participate (act as an applicant (an individual), the head of the enterprise, the scientific director of the project) in other applications under consideration, as well as projects currently funded by the Fund (the exception is the passage of acceleration programs);
• an enterprise should not have open grant agreements with the Foundation (in accordance with Article 14 of Federal Law No. 209-FZ dated 07/24/2007 "On the Development of Small and Medium–sized Enterprises in the Russian Federation") (the exception is the passage of acceleration programs);
• the company must have a website on the Internet.

Applications for the Business Start competition will be accepted until 10:00 (Moscow time) on April 22, 2024.

Please note that the Fund does NOT cooperate with companies that provide services for the preparation of applications, assistance in the "passage" of applications and submission of reports. There are no accredited organizations of this profile at the Foundation. The Fund is not responsible for the activities of such organizations and assures that companies that guarantee the successful completion of applications can be classified as fraudulent and are subject to prosecution in accordance with current legislation.
