Today, 1 April 2024, separate provisions of the Federal Act have entered into force, establishing a new procedure for notification of business starts.

Pursuant to this law, the Ministry of Economic Development of Russia has drafted a decree which was approved by the Government. According to the law, entrepreneurs (legal persons, individual entrepreneurs) may notify the supervisory (intelligent) authorities of the start of their business without leaving the house through the Public Service Portal.

A single electronic registry has been established to systematize and record such notifications. Notifications are no longer required for some activities. This includes, for example, photographic, repair and maintenance services for household radio electronics, computers, telecommunications equipment, personal custom footwear, shoe repairs, etc.

In total, more than 20 activities are excluded from the list of mandatory notification activities, including at the initiative of the monitoring agencies themselves. Notifications would also be necessary if a more stringent regulation was applied to an activity, for example licenses were required.

In particular, licensed fire-fighting and chemically hazardous production facilities in Class IV are excluded. Previously, a legal entity or individual enterprise has notified the commencement of business activities to the control (oversight) body in paper form, either by letter of order or electronically, by signing a document of enhanced qualified electronic signature. Each agency established and maintained its notification register and posted it on its Internet site.

" The new notification procedure is the Government ' s next measure to support the business community and reduce the administrative burden. One of the effective tools for this support is the digitalization of services. Many of them have already been e-mailed, such as pre-trial review and authorization, licensing and authorization. Another demanded service is now available electronically, which will free entrepreneurs from bureaucracy, save their strength and time. " noted the State Secretary, Deputy Minister for Economic Development of the Russian Federation, Alexei Hersons.

" In spite of external constraints, the country ' s economic growth in the wake of 2023 has clearly exceeded all expectations. This is the result of joint business and power efforts. The proposed new regulation is another step towards facilitating the private initiative, allowing business to save time and power. Of the many such decisions and confidence in the further improvement of the economy, and hence the continuation of rapid economic growth, " the Deputy Director-General of CEB, Boris Copikin, said.

" For business changes in legislation that have entered into force on 1 April, this is a logical extension of the digitalization of government through a single public service portal. The establishment of a Single Register of Notifications as part of a single control register is also logical. It can only be welcomed if notifications of modification and termination of certain activities are automatically included on the basis of changes in the EGRUL, the EGI. Such a format of engagement involves a certain level of technical expertise, the organization ' s profile on the public service portal and a strengthened qualified digital signature. In the modern development of the level of the use of digital technologies by business, this will not be a significant problem”, explained at the Expert Centre for Monitoring and Inspection of the Forest Russia.
