As follows from the draft decree of the Government of the Russian Federation posted on the portal of draft regulatory legal acts, it is proposed to allow new freight vehicles and trailers (semi-trailers, containers) to be leased on preferential terms. The Russian Federation and used equipment. 

"The preferential leasing subprogram will be extended to regions with the current average response level and where there are no regional leasing companies for SMEs. These are Belgorod, Bryansk, Voronezh and Kursk region, as well as Krasnodar Territory. For small and medium–sized businesses in these regions, the rate will be 6% per annum for domestic freight transport and equipment, 8% for foreign ones," explained Alexander Isaevich, CEO of SME Corporation. 

He noted that to date, three regions have already provided information on the needs of SMEs in such leasing in the amount of more than 100 million rubles. In total, it is planned to allocate about 10% of the total volume of preferential leasing support for this subprogram in 2024, which will amount to at least 4.5 billion rubles. 

"The draft Government resolution was developed following the visit of the Minister of Economic Development of the Russian Federation Maxim Reshetnikov to the Belgorod region. During his visit to the region, local entrepreneurs spoke about the need for new freight transport and trailers, as well as used equipment. Similar requests were voiced by entrepreneurs during my meeting with them in Belgorod earlier this year," Alexander Isaevich added. 

Earlier, it became known about the allocation of a special limit of "umbrella" guarantees of the SME Corporation for small and medium-sized enterprises of the border territories and the Crimea. In the first half of 2024, businesses will receive at least 20 billion rubles under them. For the border territories, the limit of "umbrella" guarantees covering up to 50% of the loan amount will be 6 billion rubles, for Crimea and Sevastopol — 4 billion rubles.

Entrepreneurs are supported within the framework of the national project "Small and Medium-sized Entrepreneurship and support for individual entrepreneurial initiative", which was initiated by the President and overseen by First Deputy Prime Minister Andrei Belousov.
