For several years now, we have been developing state support for business as a system of mutual obligations.

For example, when the government gives a loan to a business and undertakes to maintain a preferential rate for the entire term of the contract. Even if the realities have changed a lot. And the business undertakes obligations to retain employees, use money for the development of production, etc.

One of the first such tools was the preferential loan program 674, which we launched even before the national SME project. The number of participants was small — about 500 companies. Nevertheless, the state fulfilled all obligations by subsidizing interest for the entire term of the loan. The last loan will be repaid in the first half of 2024. What is important is that the program allowed us to work out the mechanism for implementing preferential loan programs.

Later, during the pandemic, our goal was to save not only production, but also jobs. According to the proven mechanism, we launched the PHOT 3.0 program. The state provided cheap money for SMEs, and the business committed to retain employees. This year, the program has ended — we managed to save 740 thousand jobs.

During the sanctions period, we built the tools in a different way, more targeted. For example, now we are paying attention to priority industries — high-tech, manufacturing, domestic tourism.

Fulfilling all obligations is a guarantee for a business that it will not be left alone with a problem in times of crisis. And for the state, it is an opportunity to solve priority tasks together with business: to save jobs, develop certain industries and much more.
