The grant is provided to small and medium-sized businesses in order to financially support the following expenses related to the implementation of a project in the field of social entrepreneurship (rental and repair of non-residential premises, purchase of software, office equipment, equipment, payment of first installments under leasing agreements, communication services, utility costs, etc.).  

Grants are provided to social enterprises

• registered in accordance with the established procedure and carrying out economic activities in the territory of the Yaroslavl region;
• which, on the first day of the month preceding the month in which it is planned to conclude a grant agreement (hereinafter referred to as the agreement), are not in the process of reorganization (except for reorganization in the form of joining a legal entity that is a participant in the competitive selection of another legal entity), liquidation, in respect of which bankruptcy proceedings have not been introduced, which has not been suspended in accordance with the procedure provided for by the legislation of the Russian Federation (for legal entities);
• who has not ceased, on the first day of the month preceding the month in which the agreement is planned to be concluded, to operate as an individual entrepreneur (for individual entrepreneurs);
• those who have agreed to commit themselves to annual confirmation of the status of a social enterprise for three years starting from the year following the year of grant provision;
• as of the first day of the month preceding the month in which the agreement is planned to be concluded, they do not have overdue debts for the return of subsidies to the regional budget, budget investments provided, among other things, in accordance with other legal acts, as well as other overdue (unresolved) debts for monetary obligations to the Yaroslavl region;
• on the first day of the month preceding the month in which the agreement is planned to be concluded, foreign legal entities, including those whose place of registration is a state or territory included in the list of states and territories approved by the Ministry of Finance of the Russian Federation used for intermediate (offshore) ownership of assets in the Russian Federation (hereinafter referred to as offshore companies), as well as Russian legal entities in whose authorized (pooled) capital the share of direct or indirect (through third parties) The total participation of offshore companies exceeds 25 percent (unless otherwise provided for by the legislation of the Russian Federation). When calculating the share of participation of offshore companies in the capital of Russian legal entities, the direct and (or) indirect participation of offshore companies in the capital of public joint stock companies (including those with the status of an international company), whose shares are traded at organized auctions in the Russian Federation, as well as the indirect participation of such offshore companies in the capital of other Russian legal entities, is not taken into account realized through participation in the capital of these public joint stock companies;
• who are not, on the first day of the month preceding the month in which the agreement is planned to be concluded, recipients of funds from the regional budget in accordance with other legal acts for the purposes established by the Procedure;
• which are recognized as social enterprises in accordance with the procedure established in accordance with Part 3 of Article 24.1 of Federal Law No. 209-FZ dated July 24, 2007 "On the Development of Small and Medium-sized Enterprises in the Russian Federation", and information about which is entered into the unified register of small and medium-sized enterprises in the period from July 10 to December 31 of the current year calendar year;
• those who have completed training within the framework of a training program or an acceleration program in the field of social entrepreneurship within a year prior to receiving the grant, which is organized by the entrepreneurship Support Center (state budgetary institution of the Yaroslavl Region "Corporation for the Development of Small and Medium-Sized Enterprises (Business Incubator)") or the joint-stock company "Federal Corporation for the Development of Small and medium-sized enterprises", in order to allow a social enterprise to protect a project in the field of social entrepreneurship and to be selected competitively (for small and medium-sized enterprises recognized by social enterprises for the first time);
• implementing a previously created project in the field of social entrepreneurship (for small and medium-sized businesses that have confirmed the status of a social enterprise);

• as of any date, during a period equal to 30 calendar days preceding the date of submission of documents for the grant, overdue debts on taxes, fees and other mandatory payments to the budgets of the budgetary system of the Russian Federation exceeding 3 thousand rubles.                                                                                                                                                                                                                                           

  Terms of service

  • consent of the grant recipient, persons receiving funds on the basis of agreements concluded with the grant recipient (with the exception of state (municipal) unitary enterprises, business partnerships and companies with the participation of public legal entities in their authorized (pooled) capitals, commercial organizations with the participation of such partnerships and companies in their authorized (pooled) capitals) in relation to their verification by the Ministry as the main administrator of budgetary funds of compliance with the procedure and conditions for granting the grant, including in terms of achieving the results of the grant, as well as verification by state financial control bodies of compliance by the recipient of the grant with the procedure and conditions for granting the grant in accordance with articles 268<1> and 269<2> of the Budget Code The Russian Federation and the inclusion of such provisions in the agreement;
  • co-financing by a social enterprise of expenses related to the implementation of a project in the field of social entrepreneurship in the amount of at least 25 percent of the amount of expenses provided for the implementation of the project;
  • submission of reports to the department in accordance with the forms and within the time limits established by the agreement;
  • annual confirmation of the status of a social enterprise for three years starting from the year following the grant year.
